MSME (Micro, Small, Medium Enterprises) registration is the single most valuable status a small Indian medical supplier can hold. It unlocks Public Procurement Policy (PPP) benefits worth 15-25% price advantage on govt tenders.
MSME thresholds (post-2020 revision)
- Micro — investment < ₹1 Cr AND turnover < ₹5 Cr
- Small — investment < ₹10 Cr AND turnover < ₹50 Cr
- Medium — investment < ₹50 Cr AND turnover < ₹250 Cr
How to register (Udyam)
- Visit udyamregistration.gov.in
- Enter Aadhaar of the proprietor / partner / director
- Enter PAN and GSTIN
- Investment + turnover self-declared (govt auto-verifies via GST + ITR)
- Certificate issued instantly — save it
Procurement benefits
- 25% of buyer's annual procurement mandated from MSMEs (of which 4% from SC/ST-owned, 3% from women-owned)
- EMD exemption on most public-sector bids
- Price-preference up to 15% — an MSME quoting within 15% of L1 can match L1's price and win the bid
- Delayed-payment interest at 3x bank rate (MSMED Act)
- Priority sector lending status — easier working-capital loans
Category caveats for medical devices
Certain high-value medical device tenders (₹5 Cr+ imaging equipment, radiation therapy systems) may exclude MSME preferences to ensure only proven large manufacturers can bid. Read the NIT carefully — the exemption clause is usually on page 3-5.
